Принят в 1878 под давлением фермеров-владельцев серебряных рудников на Западе [West] и части членов Демократической партии [Democratic Party], в том числе т.н. "серебряных демократов" [Silver Democrats], требовавших неограниченной чеканки серебра [free silver]. Предусматривал государственные субсидии производителям серебра в период экономического спада, последовавшего за Биржевой паникой 1873 [Panic of 1873]. Предусматривалась ежегодная закупка правительством серебра на сумму 2-4 млн. долларов.
